A diabolical killer uses a group of people with paranormal powers to trigger a whole host of disasters, ranging from accidents at nuclear bases to the downing of military aircraft to attacks on USA aircraft carriers, and all for the purpose of blackmail. It is the same person who caused the famous black-out in New York in 1968. Martin Mystère gets involved in the investigation to overpower him, together with a para-psychologist and Chris Tower, an old friend who has become one of the big shots in the secret services.
