The police chief of Frisco, Tom Devlin, has been kidnapped by the underworld! Summoned by Mike Tracy of the Alameda Hotel and by Sam Brennan of the San Francisco Examiner, Tex and Carson make a pact with the devil in order to find their friend, because only Captain “Black Beard” Drake knows where he is! And while the pards reach an agreement with the attorney Bixler on the times and means of the talk with Drake, someone inside the police follows them closely: Inspector Linder and the wicked Alex Munro, who have gotten rid of Devlin in order to become the lords of the city. Meanwhile, in Alcatraz, Black Beard plays his winning card: he wants his freedom or he won’t talk!
