The coastal regions are safe from the Abominions' invasion, as saltwater is harmful to them. As a result, large numbers of refugees flock to these areas, creating issues of public order. The flow must be managed, temporary camps organized, and the refugees redistributed elsewhere. As always, some communities are willing to do their part, while others refuse outright. The wealthy city of Vetwadàrt is one of the latter... but its refusal to assist the refugees hides a mystery and a treacherous danger that Dragonero, supported by the Gazze Ladre, must confront!
